Asking to send bitcoin to the account for deletion of personal details

I received an email which claims to be from a spoofed address. It states that all my passwords have become known through a phishing scam. It claims that they have discovered something compromising on my computer and will lock all my machines and online accounts unless I pay USD 1450 in Bitcoin. The email is entirely in Japanese, but it Google translates in very articulate English (which is odd in itself).
