scam. I dont have a webcam. The virus may be able to get passwords but its definitely bluffing the video thing. I did have a webcam a few years ago but I would block it with a post-it. Also I dont know how a hacker doesnt have a spell checker... thats just sad. IMO the whole thing is a scam, there is no virus and its actually someone from a website I subscribed to years ago sending the email.
